History of Refuge Community Development, Inc.
Refuge Community Development, Inc. (RCDC) was officially incorporated in the state of Kentucky on July 21, 1999. The Vision of Refuge Community Development was founded from prominent leaders of Refuge In Kentucky Church, Apostle Raymond J. Keith, Jr., Elder Shimar Keith, and Elder Clyde Travis, who shared a vision of creating a faith-based community development organization that would serve and empower individuals and families.
In July 2001, during the Holy Convocation of Churches of Our Lord Jesus Christ, Apostle Keith along with Sister Barbara Lewis began the process of securing federal exemption status for RCDC. They partnered with the late Bishop Michael Dixon of North Carolina, an educator on the state board, to navigate the requirements for becoming a federally recognized nonprofit. This effort was inspired by former President George W. Bush’s Faith-Based Initiative, which aimed to level the playing field by allowing religious nonprofit organizations to access funding opportunities.
On July 31, 2002, RCDC submitted its application for 501(c)(3) status to the federal government. By November 2002, the organization received temporary exemption status and worked diligently to provide additional documentation and responses to federal inquiries.
Finally, on March 10, 2003, RCDC achieved a significant milestone by receiving its official 501(c)(3) federal tax-exempt status from the IRS. This designation not only exempts RCDC from federal taxes but also allows donors to make tax-deductible contributions and provides eligibility for grant funding. These benefits have enabled RCDC to expand its programs and strengthen its mission of serving communities through faith-driven initiatives.
For years, (RCDC) has been a cornerstone of support and growth in the community. From youth leadership programs to family assistance initiatives, we’ve worked tirelessly to uplift individuals and strengthen neighborhoods.

As the community evolved through revitalization and gentrification, RCDC adapted relocating in June 2018 to 1714 Prentice Street to continue serving those in need.

The Community Resource Hub in Louisville is designed to bridge the gap between residents and the myriads of services available within the community. Our aim is to provide comprehensive resources and support to the people of Louisville, with a particular focus on seniors and veterans.

Our Hub offers assistance in navigating local resources and setting appointments. We specialize in providing personalized support to seniors and veterans, ensuring they can effectively access the services they need. -
Daily Meals
We provide nutritious and hot meals once a day to seniors and veterans, addressing food security and promoting healthy living. -
Transportation Access
For seniors and veterans without a permanent address, our Hub serves as a central point for transportation services. We coordinate with providers to facilitate pick-up and drop-off at our location, ensuring accessibility to our services. -
Health and Wellness Programs
The Hub hosts a variety of health-focused classes covering topics such as mental health, addiction recovery, diabetes, cancer, and overall wellness. These programs aim to enhance health awareness and promote wellness within the community.
